LSG Challenges

Even after 30 years, since the historic 73rd & 74th Constitutional Amendments, the object of the Constitution is yet to be achieved.

OBJECTIVES OF ISHAD

Mitigating LSG challenges are ISHAD’s main objectives. Inspite of the progress over nearly 3 decades, local self-government in India has above challenges that hinder its effective functioning and realisation of its objectives. ISHAD attempts to fill the gaps through its novel initiative – Grassroots Democracy Platform (GDP).

Considering the above challenges ISHAD aims at,

  1. Create Awareness: about the important role of third tier of democracy as is mandated by the Constitution.
  2. Strengthening, Empowerment and Capacity Building: To empower the elected representatives, especially women, backward communities and 1st-timers. Conducting activities that educate, strengthen, empower and build their capacities, so they deliver transparent and accountable governance.
  3. Promote local governance: For nation building, national polity, economic progress and achieving of 17 SDGs of the United Nations by 2030.
  4. Inclusivity: Of marginalized groups, neglected & unrepresented communities.
  5. Propagate free and fair elections: To instill the basic principles of democracy.

ISHAD aims to act as a FACILITATOR, to bridge the gap between these local governance challenges, and the aspirations of the Constitution of India.

Local Bodies i.e., Local Self-Government plays a pivotal role in providing the basic services to its residents at the grassroots level in the areas of education, healthcare, drinking water, roads, environmental protection, basic infrastructure etc. Eleventh Schedule of Constituition & Twelfth Schedule of Constitution).These structures have a profound and far-reaching effect on the lives of every Indian citizen. It is within these decentralised institutions that the very essence of democracy takes its root.

Voters List for Local Body Elections: Challenges & Solutions

SUMMARY

The recent election in Bihar saw some innovative and landmark steps being taken to improve transparency, accountability, and participation in the election process. One major step was the digitisation of nomination, which allowed for analysis of the contesting candidates, those who withdrew their candidature, and those who won the elections. This digitisation helped ensure that only suitable candidates were put up for the elections and made the election process more efficient.

Another significant step taken was the introduction of the NOTA (None Of The Above) option, which gives voters the power to reject all candidates if they are not satisfied with any of them. This step will eventually force political parties to put up good candidates for the elections and give voters more choice and power in the election process.

The speaker, Dr Deepak Prasad, who has been the Election Commissioner of Bihar for the last couple of months, talked about the state’s various initiatives to improve the election process. He highlighted that Bihar was one of the states with the Panchayat system introduced in 1948 and had regular elections every three years until 1965, after which the five-year term started.

Dr. Prasad also discussed the challenges faced in conducting the election process, such as ensuring transparency, accountability, and participation. He stressed the importance of digitisation in achieving these goals. He spoke about the various digitisation initiatives, such as the digitisation of vehicle management, complaint redressal, and voter list.

He also talked about using software for personal management and deployment of forces, which helped ensure that the election process was conducted smoothly and efficiently. Dr. Prasad emphasised the importance of improving the election process to empower people, bring transparency, and ensure accountability.

In conclusion, the recent election in Bihar saw some innovative and landmark steps being taken to improve the election process. The use of digitisation, the introduction of NOTA, and various other initiatives helped ensure that the election process was conducted smoothly, efficiently, and with transparency and accountability. These steps will go a long way in empowering people and bringing transparency and accountability to the election process.

SUMMARY

The webinar started with greeting everyone and introducing all the members of the ISHAD and speaker of the day, Dr. Deepak Prasad (Election Commissioner of Bihar). Mr. J.S. Saharia (Chairman of ISHAD) spoke about steps that were taken during elections in Maharashtra when he was appointed as the election commissioner of Maharashtra with the help of all the members, there was crucial initiative that was introduced i.e., digitalisation of candidates. The second significant step that was seen was Nota which will force political parties to appoint good candidates for election. Mr. Saharia then welcomed Dr. Deepak Prasad, who has been appointed as an Election Commissioner of Bihar and in few months, he has taken some new initiatives for local self-governance which he is going segment us in this webinar.
